Road Repairs this Summer for the Avenue Road Watermain Replacement Project

Dear Residents,

 

The City of Toronto, through the public works chair, announced that they are scheduling to commence extensive road and sidewalk repairs to the following streets to complete the Avenue Road Watermain Replacement project. The following streets will be affected:

 

Avenue Road from Bloor Street to Lonsdale
Lonsdale Road from Avenue Road to Oriole Parkway
Oriole Parkway from Lonsdale to Chaplin Crescent
Chaplin Crescent from Oriole Parkway to Avenue Road
Avenue Road from Oxton Avenue to Eglinton Ave West.

 

While I recognize that this work is necessary, I share the frustration that many residents experienced during the watermain replacement project. And, although this final stage is scheduled to be completed by mid September, I know that there are many residents who understandably are concerned about the potential impact this will have, not just locally, but for those who rely on Avenue road as an arterial route to get to and from the downtown core.

 

As the local Councillor for one of the wards affected by this work, I have told City staff that I am not satisfied by the level of specific detail that has been provided to the public by the City of Toronto to date. And along with advocating that this work be done quickly, on time and on budget I have formally requested that the City provide more timely information to residents, with updates as this project progresses.

 

To date, I've been advised that they are starting with sidewalk reconstruction which will be making its way north, reaching Ward 22 just north of Dupont Avenue within the next week and a half. By July they anticipate the actual repaving will begin.

 

Like you I rely on Toronto's major arteries everyday and expect that the City provides appropriate public notice and plans and budgets responsibly. I intend to be in frequent contact with City staff, throughout the duration of this project, to ensure that they address residents concerns and provide them with the information they need to plan their lives. UPDATE August 8, 2013

 

Dear Residents,

 

Please see the most recent update from City staff:

 

Final Section: Avenue Rd, from Oxton to Eglinton:
All base repairs have been completed. Asphalt base has been laid and we are now awaiting for Toronto Water to complete their connection from Tramner Ave. This is planned for Friday morning. Weather permits, Avenue Road and Eglinton intersection will be paved this Saturday, Aug 10th morning and the section from Oxton to Eglinton will be paved early next week.

 

UPDATE July 19, 2013

 

We have completed all paving up to Kilbarry Rd. Chaplin Cres is also complete except for the intersections. We will be completing all paving from Kilbarry to Chaplin Cres (including the intersection) on Saturday.

 

We are continuing to repair sidewalks on the portion from Oxton to Eglinton. The east side is complete and they are currently working on the west side. There is a lot of sidewalk to replace in this last section. Also the south bound section has been ground to the concrete. They are working on repairing the concrete base. There has been extensive damage to the concrete base as a result of the watermain construction.

 

We are on track to complete all work up to Eglinton by the end of the first week of August far ahead of schedule.

 

 

UPDATE July 5, 2013

Please see the most recent update from City staff.

 

Bloor St to Davenport

All work has been complete and opened for traffic

Davenport/Avenue Rd Intersection: Paving to be done on Saturday July 6th while maintaining traffic.

 

Davenport Rd to St.Clair

Road will be paved and open for traffic by July 12th (including Dupont intersection)

Currently we are doing the casting adjustment and preparatory work for paving.

St.Clair/Avenue Rd Intersection will be paved on Saturday, July 6th along with Davenport Rd.

 

St.Clair Ave. W. to Eglinton Av. W.

Concrete work is still on going, maintaining one lane of traffic in each direction.

Chaplin Crescent work will be complete by July 12th.

 

Weather permitting the work will be complete(Bloor to Eglinton) with road paving by the last week of July.

The work is progressing well and is ahead of the schedule.

 

I also received the following update from City staff today regarding Chaplin Crescent:

 

This Monday July 8th, the section of Chaplin Crescent from the east side of Avenue Rd. to Oriole Pkwy will be closed for through traffic to undertake the permanent road repairs to the street.  This work is expected to be completed by the end of the week, if not sooner (depending on the weather).  Pedestrian access will be maintained at all times, as the sidewalk repairs are complete.  Residents of Chaplin Crescent will have full vehicle access to their homes, with the exception of during the concrete pour which is planned to take place on Monday.

 

The contractor and city staff have been walking door to door to let the residents know the details of the work, impact and what accommodations are made to accommodate any displaced vehicle while work is ongoing.

 

As this work is happening ahead of schedule, I am concerned about the amount of notice given to residents.  I am encouraged at the speed of which this project is proceeding to date however, and have asked city staff to do whatever they can to minimize the impact this work will have on local residents.

UPDATE June 21, 2013

 

Dear Residents,

 

It has been a week since the construction project on Avenue Road began. This work, which consists of the repaving of the street and replacing the sidewalks between Dupont and Eglinton in Ward 22, is not expected to be completed until September. I have heard from many constituents with concerns and questions regarding this project. The primary concern I am hearing from residents is the lack of traffic control for pedestrians. My office and I are currently addressing this issue with city staff, as pedestrian safety is incredibly important. I remain committed to making sure that it is undertaken in a safe and responsible way, while making sure residents are informed about the project in their community.

The city contractor, Furfari Paving, started the work on June 10th, 2013 at Bloor St. W. and moving northerly as per the terms of the contract. They have been maintaining 2 lanes during the rush hour in the respective directions and one lane in the non-rush direction. The work is proceeding as planned. We had some delay in the section between Dupont and Davenport due to some emergency utility work. We are still dealing with another one, north of Davenport. However, the contractor is maintaining the schedule.

 

As of today (June 21), the status is as follows:

 

Bloor St. to Davenport Rd.

 

Sidewalk and road trench work are complete.
Weather permitting, grinding of the pavement (Lowther to Davenport) is scheduled to start on Monday, June 24th. Weather permitting, paving and line painting of the pavement is scheduled to be complete by the end of next week.
This section will be open to traffic by the end of next week.

 

Davenport Rd. to Dupont St.

 

Sidewalk work is complete, sections of road work is on going. We are waiting for Toronto Water contractor to complete the emergency repair work.

 

Dupont to St.Clair Ave.

 

Sidewalk and Road work on the east side are complete and the crews are currently working on the west side. Weather permitting we are hoping to complete all planned work up to St.Clair Ave. and open the section of Avenue Rd from Bloor to St.Clair for traffic by middle of July, 2013.

 

North of St. Clair Ave

 

The crews will be continuing their work northerly to complete the sidewalk and road trench reinstatement. They will be maintaining one lane of traffic in each direction at all times.
