As mentioned during the meeting, Parallax, the company that owns 63-91 Montclair Avenue, appealed their application in January 2021 to the OLT. Parallax, City Legal and Planning, the South Forest Hill Residents Association (SFHRA) and representatives from Lower Village Gate (LVG) have been participating as parties in mediation sessions at the provincial appeals body in recent months on this matter.
As your representative, it was clear to me during this meeting that the preponderance of residents still do not support the proposal as it stands today and raised what I believe to be legitimate concerns.
It is for this reason that I voted against the development today at City Council. While some of my colleagues also voted against the item, given that the developer’s proposal had a positive recommendation by City staff, the settlement ultimately was approved. More detailed information can be found here
In terms of next steps, the settlement offer will need to be agreed upon by all parties. What that means is, the SFHRA and LVG will need to make their own decisions to support the settlement, or not, before the zoning by-laws can be enacted as applicable law. I once again want to express my gratitude for their advocacy and hard work.
I know that many of you, even aside from the scale of the development, are concerned about the impact of the construction on your quality of life. This must be the most important priority going forward. I intend to proactively strike a working group to ensure that local residents are directly involved in the construction management plan.
