The lingering hot summer temperatures have led to extremely hot residential buildings where landlords have turned the heat on in response to a bylaw which states that buildings must be at least 21 degrees as of September 15th.

Councillor Matlow, who is also the chair of the Tenants Issues Committee, points out that the bylaw requires that the building be 21 degrees, not that the heat be turned on, and argues that this is an important distinction.
