In December 2019, two months after my motion for a road safety audit and action plan for the area of Yonge-Eglinton got approved by City Council, the City started the Construction Hub Coordination Pilot Project. The aim of the pilot was to coordinate the various projects happening in this extremely busy area – LRT construction, condominium developments, utility works, capital infrastructure improvements, etc. – while ensuring improved pedestrian, cyclist and motorist safety in the area.
The impact of the new program was felt quickly and positive steps had been made in coordinating work, minimizing disruptions whenever possible, and installing additional pedestrian safety improvements around construction site. This was confirmed by the MoveTO Congestion Management Interim Action Plan report by Transportation Services that was at City Council this week, which recommended the expansion of the pilot project to three additional areas in the city. My own experience with the Hub has led me to request the same sort of approach in the St. Clair and Winona area, where we see a focused congregation of development around the intersection (you can see that motion at this link). However, there was still space to improve on the Pilot.
In my conversations with many community members, organizations, stakeholders, and the Hub Coordinator himself, it became clear that while the pilot has brought improvements, the Hub Coordinator just did not have sufficient resources to do everything needed to make the Hub as efficient and effective as it can and should be. In order to address this gap, I have worked closely with Transportation Services to add two further recommendations to the MoveTO Plan. One is to provide additional funding for adequate staffing for the Hub Program, especially now that it is expanding, and the second recommendation is to create a set of key performance indicators so we can quantitatively measure the impacts and successes of the program. I am happy to let you know that both motions were passed by Council unanimously. I am looking forward to working with the Hub Coordinator in 2021 to further improve on the existing success of the Hub.
