City Planning is proposing an amendment to the Official Plan and a proposed zoning approach for an amendment of the City-wide Zoning By-law, to establish a city-wide approach to public safety for new development of sensitive or high occupancy land uses in proximity of rail infrastructure. The amendments are the result of the Development in Proximity to Rail study that was completed by the City in 2019. This work builds on other rail safety improvements that I have been pushing for over my time on Council. In 2014, I had moved a motion at Council with a number of recommendations for rail safety improvements directed at the Federal Government, as they have jurisdiction over inter-provincial rail infrastructure. As of last year, there had been improvements such as lowering the speed limits for trains in metropolitan areas. The proposed amendments to the Official Plan would further help provide more consistency and clarity for future development applications, which we are seeing in increasing numbers around the CP railway just north of Dupont in our ward. I’ll continue my advocacy and welcome any systematic safety improvements that we can achieve through amending and improving the City’s Official Plan.
